WEIGHT PROBLEM

First of all, have a good day. I weigh around 90 kilos and my height is 1 m 88 cm. My problem is my hips and calves are too oily so they are huge; my belly and breasts are oily though not excessive. How do I melt them? Now I'm cold from life, I'm ashamed to go out. I want to do sports, what kind of program should I follow and if you have diet suggestions, it would be great.
