What can I do to make my lower and upper body look balanced?

I exercise 4 days a week and eat regularly. I have been using birth control pills for cyst treatment for 7 months and it caused cellulite formation. No matter what I do, the width of my hips, the thickness of my legs and my cellulite do not decrease. My upper body is much thinner than my lower body. My height is 1.62 kilos 52. Any advice? What can I do?
