What program should I watch?

I am .167 tall and 52 kilos. My hips are really thick compared to my upper body and what kind of fitness program should I follow? I adjusted my diet quite a bit. I gave up sugar and flour. But since I started fitness, my hips got smaller and my hips got a little wider. Should I do an elliptical or an indoor bike? What can you suggest to shape my legs and hips?
